Industry matters: summer strike wave

Driver-only operation

 

In July the rail workers’ union RMT had its members out on strike in three train franchises over the long-running battle against the extension of driver-only operation (DOO).

 

On 10 July union members on Southern Rail and Mersey Rail struck for 24 hours, whilst members on Northern Rail were concluding their third day of strike action. Merseyrail workers planned further strike action for 23 July.

 

The union argues that DOO is unsafe, will limit access for disabled travellers and will result in job losses, and attributes company bosses’ continuing pig-headedness over the issue to the hidden hand of transport secretary Chris Grayling.

 

 

Hospital revolt

 

Four London hospitals, Mile End, the Royal London, St Bartholomew’s and Whipps Cross, all come under the Barts Health NHS trust. Last year the trust awarded its so-called ‘soft’ services ie, cleaners, porters, guards and the like to Serco, one of the parasites that has been worming its way into the NHS. (Serco made £82m last year sponging off the NHS, paying its CEO over £1m.)

 

To celebrate having bagged the contract, Serco kicked off by scrapping paid tea breaks for cleaners at the Royal London. This triggered an instant walk out by 150 cleaners, who refused to return unless the breaks were re-established. After two days Serco caved in.

 

But it was not just the tea breaks incident that upset the low-paid and overworked employees of Serco. Cleaners interviewed reported: “many cleaners at Barts are working two or three jobs. Some clean consecutively: going to one hospital at 7.00am, working an eight-hour shift, getting a bus to a second hospital, and starting again at 5.00pm.”

 

Payslips from Serco no longer indicate the rate per hour, making it harder to spot when workers are getting ripped off. Others report that the increasing workload is resulting in workplace injuries. Then in June, after a build-up of frustrations over low pay, poor conditions, overwork and management bullying, Unite the Union balloted the cleaners, porters and guards for strike action in pursuit of a 30 pence hourly pay rise. The response was galvanising: 99 percent of workers who took part voted to strike.

 

The 700 workers from the four hospitals that were involved organised to down tools on 4 July for a three-day strike, followed by another seven days from 11 July, and then a two week-long stoppage from 25 July, with further action in August and September should this prove necessary.

 

Now that these superexploited workers are showing some fight, a spokesperson for the Barts Health trust has hastened to shrug off any responsibility for the situation, eager to stress how “We have been working closely with both sides to find a resolution to this dispute.” (Serco staff at Barts Health NHS trust strike over pay dispute by Katie Scott, Employee Benefits website, 5 July 2017)

 

The reality is that the fat cats sitting on hospital trusts and the no-less fat cats sitting on the boards of directors of the like of Serco are completely interchangeable.

 

 

Maintenance workers strike

 

Tenants living in the north of Manchester in social housing ‘managed’ by Northwards housing association on behalf of Manchester city council will be stuffed if they need any repairs done this summer.

 

Responsibility for effecting repairs to these properties rests neither with the council nor the housing association but with a private contractor called Mears via a joint venture company called Manchester Working. But right now nobody at all is taking responsibility for maintaining this swathe of ‘social’ housing.

 

Mears is so hell-bent on maximising its profits and cheapening its services that it has chosen a confrontation with its own workers rather than addressing the injustice of (a) workers getting paid up to £3,500 less a year than others for undertaking the same work, (b) the promotion of a sacker’s charter (sorry, ‘productivity procedure’), and (c) the imposition of a new contract with increased hours.

 

Because Mears and Manchester Working both refuse to enter into negotiations on any of this with Unite, the workforce of 170+ has been driven to strike four weeks’ straight, all the way through from 8 July to 4 August.

 

Unite’s Andy Fisher noted: “Inevitably the escalation in action is going to have serious consequences for tenants; while this will lead to a delay in repairs and maintenance work I hope that they recognise that this is entirely the making of Mears.” (See NSSN bulletin 347, July 2017)



오늘 소개문서는 CPGB(ML)의 ‘하계 파업 수파(물결)’이라는 제목의 문서로 소개 시기로는 약간 늦은 감이 있는데 늦여름에 파업 범위를 확대한 한국의 상황에서 적절한 문서로 생각해 소개드립니다. 이미 영국에서 지난 해 말과 올해 초에 철도 파업을 벌인 바 있었고 작금에도 크고 작은 파업을 벌이는 상황인데 문서는 지난 7월 철도 노조의 파업 사실을 기술하면서 시작해 7월 10일 남부 철도가 만 1일 동안의 파업으로 강타한 사실과 대조적인 북부 철도에서 3일의 파업을 종결한 사실을 진술했고 메르시 레일에서 7월 23일 추가 계획을 수립한 사실을 기술했습니다. 이어 노조의 주장을 등재해 위험스러운 사실을 폭로했습니다. 다음으로 문서는 철도에 이은 의료 노동자들의 파업에 대해서 기술했고 런던의 4개의 의료 기관에서 파업을 일으킨 것을 구체적으로 기술했습니다. 이 항목은 계약과 관련을 둔 내용을 취급했고 너무나 많은 과잉노동에 대해서 항거한 내용을 자세하게 기술했습니다. 그리고 노동 조건에 대해서도 역시 기술했는데 청소원들이 열악한 노동 조건을 포함한 환경으로 인해서 무기한 휴가 투쟁(연가투쟁과 같은)을 하는 장면들을 기술했습니다. 이 항목의 말미에는 뚱뚱한(또는 살찐) 고양이들을 언급해 누구누구(하필 심 상정!!!)의 살찐 고양이법을 연상하는 대목으로 종결했습니다. 문서의 마지막 항목은 유지 보수 담당 노동자들의 파업 소식인데 맨체스터의 시 의회와 관련을 둔 내용입니다. 이미 건설, 주거와 관련해서는 이전에 소개드린 2 제의 문서들에서도 기술한 바 있는데 역시 건축물의 관리와 관련해서도 거대한 문제를 유발하는 장면입니다. 이 항목의 도입부는 맨체스터 시 의회를 대신한 노스워즈 주택 조합이 관리한 맨체스터 북부의 사회주택의 임차인들에게 주택의 수리를 하는 내용을 진술했고 이들 주택에 대한 수리의 책임의 소재가 협의회나 주택 조합이 아닌 맨체스터 워킹이라는 합작회사에 존재하는 사실을 폭로하고 소위 민간에 존재한다고 기술 했습니다. 이런 이유로 문서는 현 시기에는 아무도 이 사회주택을 유지하는 책임을 지지 않는다고 기술했습니다. 그리고 이의 주택의 유지, 보수를 담당한 업체 Mears 의 3가지 행태를 역시 폭로했습니다. 이어서 Mears와 맨체스터 모두 Unite와 협상을 거부해 만 1개월이나 파업을 주도한 사실을 기술했습니다. 그리고 문서의 최 말미에 이의 파업으로 인해서 세입자들에게 심각한 결과를 초래하는 점을 기술했습니다만 이의 유래가 Mears 임을 강하게 주장, 피력했습니다. 무엇보다 이 점은 표면상의 현상이 아닌 내면상의 성격의 문제임을 강력하게 호소, 피력하는 대목으로 볼 수 있고 나아가 파업, 시위, 집회 등등의 인식에 대한 문제임도 확인할 수 있습니다. 문서는 모두 3종류의 파업 투쟁에 대해서 기술했고 이들 중 맨 처음에 도입한 철도 파업은 지난 해 말에서 올해 초를 위시해 작금까지 연결한 파업인데 CPGB(ML)에서도 기술했던 브렉시트와도 밀접한 연관을 지니고 있습니다. 여기에 외주화의 문제들을 노정하는 상황인데 이로 인한 문제도 3가지의 소 항목으로 정리할 만큼 확연한 문제를 지니고 있습니다. 그리고 전항에서 이미 언급했지만 투쟁으로 인해서도 다시 주택의 유지, 보수의 지체 문제도 발생하는 데 이에 대해서는 너무나 많은 보도를 통해서 불편과 같은 부분만을 강조한 사례들을 목도한 바 있습니다. 이 점은 소위 상징화한 즉 공기와 같이 자연스러워진 부분의 인식불감으로 인한 것인데 이것이야말로 극복해야 할 지점이 아닐 수 없습니다. 그리고 문서에서 언급한 부분들 중 두 번째 항목의 말미의 뚱뚱한 또는 살찐 고양이와 관련 있는 부분 역시 전항에서 언급한 바대로 한국에서조차 통제를 시도한 사실은 이 문제가 너무나 거대한 사실을 단번에 명시한다고 할 수 있습니다. 이상에서 확인한 파업의 수파(물결)들은 각 부문별로 발생했는데 이를 전국화 그리고 총화를 달성하는 문제를 과제로 두고 있습니다.
현 시기는 영국조차도 이 처럼 격동을 맞고 있는 시기로 각종의 현존체제의 균열현상의 빈발을 목도하고 있는데 역시나 중요한 것은 바로 이 파업 투쟁들을 지도할 지도부이고 지도적 사상, 사조, 조류, 주의, 이념입니다. 이 시점에서 사조, 조류의 혼란상 역시도 이의 지속시간을 최소화할 필요성을 지녔고 또 사상, 주의의 재건을 하는 방편으로도 현실에서의 투쟁을 지도하는 것도 포함하고 있습니다. 문서는 비록 여름의 파업 수파(물결)이라고 기술했지만 현 시기에도 일부에서는 지속 중이고 열기를 이어가고 있지만 역시 가급적 빠른 시간 내의 지도력을 요하는 것만은 틀림이 없습니다. 또 작금의 이념 중에 ‘효율’의 이념도 존재하지만 이 문서를 보면 이 ‘효율’이 누구의 ‘효율’인지도 확인 가능한데 바로 외주화로 인해서 오히려 유지, 보수의 지체 등의 불편이 발생한 사실은 이것의 소재지를 대번에 알려주는 대목입니다.
